Octavius Valentine Catto (1839–1871) was an Philadelphia educator and civil rights activist. He was instrumental in passing a Pennsylvania bill that banned segregation on transit systems. On Election Day 1871, Catto was shot and killed by a white mob seeking to prevent Black citizens from voting.
